After a suggestion was made on june 20. 1969 by the War Invalids Organization and the Norwegian Resistance Museum, the government decided that a memorial coin would be minted in connection with the 25th anniversary of the liberation of Norway from German forces on may 8. 1945.

It was decided that the coin would be a 25 kroner coin and it would have the same weight, diameter and silver alloy as the 1819 speciedaler coin; 29 grams, 39 milimeters and 875 Ag. / 125 Cu. This was the first time a 25 kroner coin was made and there has not been made other 25 kroner coins since.

A difference in the coin dies resulted in the first 98,700 coins minted getting a thin rim on the obverse side and a wider rim on the reverse side. The obverse die was then replaced and the rest of the coins got a wide rim on both sides. Total mintage: 1,230,068.
